Ability, Capability and Capacity Usage.

The Air Power Manual 6th ed, AAP1000-D, Page 23:

2.15 Australia’s maritime security is substantially underpinned by Air Force’s abilityto control the air, permitting friendly surface operations. Further, Air Force’s capabilities contribute to shaping the operational environment, providing a visible deterrent capability and the capacity to respond to adversary actions. Air Force has the ability to undertake these activities as part of a joint force or as a single Service, depending on the prevailing circumstances.

2.16 In sum, air power is critical to ensuring control of the air and sea approaches to Australia, which in turn is critical to the implementation of a maritime strategy. In order to maintain control over the approaches to our nation, and to shape the regional maritime environment Air Force must be a balanced force with the capability to respond in a timely manner and with the capacity to react with sufficient weight of attack to deter, deny or defeat emerging threats.
